Introduction

This week’s Ofsted inspection outcomes spotlight a focus on curriculum logic, governance rigour, functional skills delivery, real time data capture and effective feedback and assessment.

There were two FE & Skills providers who had reports published between 19th and 25th October. Below is a summary of findings and the key insights shaping quality performance in the sector.

Cross-Cutting Themes and Insights

1.Real Time Data Driven Improvement

There are tangible gains when attendance, progress and feedback data are collated and acted  on through structured accountability meetings.

2. Functional Skills Remain Central

More personalised delivery models and employer collaboration are helping to improve engagement where apprentices are opting in and where functional skills are mandated.

3. Employer Collaboration Drives Relevance

Where employers are co-designing and are involved in curriculum planning, apprentices apply learning faster and retention rises.

4. Governance Maturity

Boards with sector expertise and accurate data packs are providing meaningful challenge and support.

5. Feedback and Assessment

High-quality, developmental feedback alongside systematic and ongoing skill-scans directly correlate with motivation and retention.

Strategic Takeaways for Providers

  • Real Time Metrics - establish a weekly performance rhythm that fuses real-time data (attendance, progress, feedback timeliness) into short, focused quality meetings, interventions and action plans - evidence impact through visible shifts in attendance and progress metrics over time.

  • Functional Skills Design - redesign functional-skills delivery using personalised and flexible models, engage employers to protect time for participation and integrate English/maths into vocational contexts.

  • Employer Curriculum Collaboration - adopt a co-design approach with employers to strengthen curriculum intent and workplace alignment. Use employer satisfaction and learner progression data to demonstrate impact at board level.
  • Maturity of Governance - move from descriptive reporting to diagnostic governance - supply boards with concise, data-rich Quality & Impact Dashboards. Introduce a “Governance Challenge Log” capturing questions, actions, and impact — closing the loop on scrutiny.
  • Feedback and Meaningful Assessment - review assessment practice at a coach, trainer and organisational level.  Build a feedback intelligence loop where learner progress and coach/trainer practice is monitored, analysed and improved. Feed aggregated findings into CPD plans and the annual self-assessment report to evidence sustained improvement.
